I've had numerous issues with IIS 8.5 becoming unresponsive, necessitating a server reboot to get the service back up and running. All FTP connections to the IIS IP are not allowed until the reboot. The only thing I see in the inetpub logs at the time
of the hang are ControlChannelOpened commands with no corresponding ControlChannelClosed commands.

After a reboot of the server, the IIS will work as it should for a few weeks before expieriencing this issue again. Inetpub logs always show the same thing.

the firewall in between you and the FTP server the firewall could be causing problems with passive mode FTP connections. Which is what explorer uses by default. You can change explorer to use active connections (also called port mode) with the following
1)Open Internet Explorer
3)Go to the advanced tab
4)Under Browsing, click to clear the Enable folder view for FTP sites checkbox.
5)Click to select the Use Passive FTP (for firewall and DSL modem compatibility) checkbox.
