IIS 8.5 to Weblogic application with %2f issue

We have just setup our IIS 8.5 as our web server. We do have a few weblogic application server behind the web server.
There is one issue with 1 application whereby our user is shown a list of files to download.
The application server example URL is
https://test123.edu/filesrepos/ and there are a list of files shown for example. On clicking on one of the files, it will open a new page. The url forward slashes is change to %2f and the user will not be able to access that file. Example below
If i manually change the %2F to /, the file will be able access. (https://test123.edu/filesrepos/JAN2020/Finance/Orientiation%20Programe.pdf)
From the logs, if the url is with %2F, it never really hit the weblogic server so I guess the problem lies with IIS not able to accept %2F.
Is there a way in IIS to allow encoded forward slashes? Or need to write a inbound rule? Any help appreciated

Use FRT to learn how such requests are being handled,
Then the cause and the solution should be obvious.

Try to capture the network trace with the fiddler. try to set the "Allow High-Bit Characters" and "Allow Double Escaping" enable in iis using requests filtering module.
