Limits: Bandwidth Usage

I want to be able to limit the amount of bandwidth that the IIS web site can provide down to prevent downloads from the server swamping the internet connection.
I am using Server 2016 and using a simple web site delivering static files.
If I try to use the lowest setting allowed (1024) in the 'Limits...' dialogue (this is also reflected in the 'Advanced Settings' diagloue), this does not apply and I can still use 'unlimited' bandwidth.
I can see that other users have a similar problem - is this a general issue with IIS?

Make sure when you change the bandwidth limit you select the checkbox.
Specifies the maximum network bandwidth, in bytes per second, that is used for a site. Use this setting to help prevent overloading the network with IIS activity.
after doing changes you also need to restart the iis server and make a test.
you could also try web limit by using configuration editor.
1)Open iis manager, select the server name.
2)click on the configuration editor feature.
3)In the Configuration Editor, for the Section, expand system.applicationHost, and then select webLimits.
maxGlobalBandwidth - Specifies the maximum total bandwidth for the server. Setting the value to 0 enables unlimited bandwidth for the server. The default value is 4294967295.
after doing changes apply the setting and restart the iis server.
