Need help to possibly setup FTP server.

I am attempting to setup FTP access. This is on a Windows 2016 server. I have already installed FTP and went thru the basic configuration.
I am using Filezilla to test the configuration and I am testing the connection on our LAN (not externally yet). I can only get it to work if I turn off the firewall on the server. This is not acceptable so I need to know what ports need to be opened or how
I can specify the ports I want to use. With port 21 exempted it will make the connection but don't get the directory listing. After I get it to work locally I will need to configure the external firewall at that point. Someone please give me some pointers

Please study what exactly is FTP and how it works, and then articles like https://docs.microsoft.com/en-us/iis/publish/using-the-ftp-service/configuring-ftp-firewall-settings-in-iis-7 can
start to help you out. Otherwise, you won't easily know what are the terms (like Passive Port Range) and why they should be configured in certain ways.

First of all, you have to Specify supported data channel for your FTP website. Then allow these port range and 21 port being used.
This link also provide steps to caculate the port in use.

I appreciate the replies but we have decided to go a different direction and not use FTP. What a PIA this is.
