When configuring the bindings for a site you provide a scheme, IP Address, port and hostname for each binding.
When you leave the hostname blank for a binding this makes the binding a default binding that will catch any matching connections based on scheme, ip address and port that cannot otherwise be matched to a specific hostname.
You can only have one site active at a time with a default binding.

Run a report and the details should be clear.
