I want to get my http;//localhost to work with Visual Studio 2008 . Right now if I try to type that into IE, it doesn't connect. (Exact error listed at bottom)
What are the minimum settings in control box ->Windows Features box (turn on features) under Internet Information Systems that need to be checked on for it to work ?
Windows 10 Pro (v. 1809)
64- bit x64 processor setting
Version 1809 (OS Build 17763.557)

According to your description, do you want run your webapplicaiton on iis express or you want to host a web application on iis?
If you just want to run it on iis express , you could just directly enter the IIS Express option on vs , because iis express will be downloaded if you have installed vs.
Else if you want to host a web application on iis , you could turn on features to download iis and you should add .net framework module to iis so that you could host and run it on iis.
You could just follow the step as bleow:

IIS 7.5 Express is supported on the following operating systems:
Versions 2.0, 3.0, 3.5, and 4.0 are supported.
IIS 7.5 Express supports 64-bit architectures using the WoW64 subsystem. Full 64-bit support will be considered for future releases.

I just want IIS to work with Visual Studio. I cannot look at localhost from my browsers either.

I have whatever version was downloaded with Windows 10 1903 upgrade.

I uninstalled and then reinstalled Visual Studio after the 1903 windows upgrade. Now I can view my visual studio projects that are compiled correctly in browser window.
