Open Source WinCache?

Would the team be opposed to open-sourcing WinCache and put it on GitHub? I would love to put in some work to compile it for PHP 7.3 (and later 7.4) and possibly help fix bugs etc.

It is always open source, https://pecl.php.net/package/wincache
You can feel free to fork it and do whatever you like (under BSD). (It is strange that 2.x releases are not in its Git repo, but available via Tarball.)
Note that you might not be able to use the name "WinCache" or "Windows Cache". Talk to Microsoft directly and see if they are OK to hand over the project to you.

I have no intention of forking it or taking over the project. I merely suggested making the source publicly available through GitHub, so developers like me can easily make pull requests and fix problems or compatibility without the original authors getting
The last time anybody touched the source was November 2016. I hoped that moving it to GitHub we could get the ball rolling again, so at least 7.3 & 7.4 support could be tackled.

DropPhone has announced a WinCache update for PHP 7.3 and PHP 7.4alpha1 !
So the ball is rolling again!
