I was directed to this forum from the TechNet forums.
Is there a way of creating multiple instances of sftp server on windows 2019 or multiple groups with using separate chroot directories? Currently when different groups connect via sftp they can see other groups folders and although they can only view there
own folders and no one elses it would be better if they only saw their own.

Windows does not support SFTP, but FTPS. The two are completely different things.

I don't know who kicked you here from TechNet, but that's obviously wrong.
This forum only covers IIS, and therefore only FTPS questions are qualified.
OpenSSH in Windows Server 2019 questions should go to OpenSSH related forums, or Windows Server Networking or General.
You can also post to its GitHub repo to talk directly to the developers, https://github.com/PowerShell/Win32-OpenSSH/issues
