I was wondering if there was a way using IIS to make it so when you open a file on your FTP server it opens locally instead of having to log into the server using the FTP website or dragging it to another folder.

No, there is no such way. FTP protocol was defined decades ago and it does not support such.

so organisations and educational institutions do not use FTP for their mapped drives?
Most of them should be using Dropbox/OneDrive or other alternative solutions today. FTP has been ancient and an obsolete solution for file sharing if you look around.
