The FTP client (sounds like Windows Explorer) cannot connect to the server side. You should check the connection mode (active/passive) first, https://superuser.com/questions/249731/ftp-from-windows-explorer-in-active-mode and
then use a tool like Wireshark to analyze the FTP connections.

This error occurred when does not set proper path and permission of the site so please check
the path you specified to site is correct or not and set proper permission.

Select site from site node-> select authorization rule from feature view and set rule for administrator and anonymous user.

You need to create two rule:
And set IUSR permission to folder:
Select site node->select ftp site-> right click on it and select->edit binding:

Please try to capture network monitor log, here is steps:
1) download network monitor: https://www.microsoft.com/en-us/download/details.aspx?id=4865
2) install network monitor both in client machine and FTP server machine
3) start capturing both in client and FTP server
4) reproduce this issue
5) stop capturing
After get two network monitor files, please try to filter FTP request and find detailed information. If you have any problem, you could also upload files to Microsoft

The detailed error message in network monitor file is: "User cannot log in, home directory inaccessible", login user is administrator. However this account is existed in Authorization Rules with Read and Write permission. Please upload config file at: C:\Windows\System32\inetsrv\config
and log file at C:\inetpub\logs\LogFiles. Please also ensure The FTP user home directory name not begins or ends with space.

I have checked all the logs you provided, but not find the detailed information. We can ensure what we have tried from the context:
1) The ftp folder is existed, its name is "Shared place"
2) Administrator has been granted with read and write permission
3) There is no security issue of the ftp folder, because we have added related user with proper rights
4) The user name and password are correct
I would suggest you stop the FTP site in IIS then create a new one following with this article: https://social.technet.microsoft.com/wiki/contents/articles/12364.windows-server-2012-ftp-installation.aspx.
Please try to create a new FTP root folder with different folder name. Before add new FTP site, please also ensure Windows Authentication feature is installed in IIS web server role:

Do you check IIS web server to ensure the configuration of security part is the same with my previous post?

The detailed error message is "530 User cannot log in, home directory inaccessible". We could find this info in network package you provided:
In order to reproduce this issue, I create a user "test", but not add this account to FTP Authorization Rules. Here is network package from my environment:
The same issue as yours. Then I add "test" to FTP Authorization Rules at 11:11:23AM. As you can see from the screenshot above, it works. I know that you have added your account to FTP Authorization rules. But all information shows that the issue is caused
by your account. Please create another account to double check, or please try to test creating FTP site on another machine.
