Still getting the IIS Splash page

I am using IIS on Server 2012R2. I have created a web site for an application and pointed it at the web config for the application. But even after restarting the web site, when I test in the browser, all I still get is the IIS splash page. Is there another
place I need to go to point port 80 at the web config? Also, is there somewhere in IIS a place that would restrict or config which domains can access the web page?

What are the bindings of that site? It is not trivial to learn what URL to use to access a site, but you can run Binding Diagnostics to see the details,

I figured out my error with the bindings. Thanks for the app though.
