Hi Rajarajan Manogharan,
Could you please tell me the details error message when running the application?
Do you set the enough application pool's permission to run the command to modify the other setting?
I suggest you could try to modify the application pool identity's value to localsystem and try again.
Details you could refer to below steps:
Open IIS console manager --> click application pools --> Click application pool --> Advanced Settings --> Application pool identity --> Built in account --> Select localsystem

If you change the localsystem, your application run well, that means your application pool doesn't contain the enough permission.
I suggest you could try to set the enough permissionabout the application pool.
Notice: The permission is not only bat file permission, I guess your bat file may modify some other folder, you should make sure your application pool has the perission to modify it.
