What is the best way on Windows Server 2016 / 2019, to publish multiple websites (multiple top level domains) on two or more webservers, using one external IP address? All webservers should be individual, with different website-content, without a redundant
The websites are for public audience and they are accessible without Windows authentication.
Tell me, if you need any further information.

using one external IP address?
You need a good load balancer/gateway in front to take care of the external IP address, and then pass the traffic onto the web servers. Otherwise, you have to let one of the web servers be the primary source (using ARR).

yes, there is one external IP address.
I wish, that the selection for the correct domain on the correct Windows Server 2016 / 2019 (IIS) will be done inside the firewall on a Windows Server. If necessary, I can add a server as a domain controller of the "webserver domain".
Do you know, how to implement such a scenario?

In my opinion, I suggest you could try to use ARR to achieve your requirement.
You could set one server as the ARR server with the external domain, then you could set the rewrite rule in the arr to traffic request to different server.
More details about how to use ARR, you could refer to below article:
About how to use url write in ARR:

Great Brando, many thanks :)
I have already seen this approach, but I was not sure, if this is the usual way for Windows Server 2016 / 2019.
Now I will test this solution.
