Limiting the bandwidth per client?

I'm using IIS 10 on a Windows Server 2016.
Now I know that I can Limit the bandwidth usage of a site by clicking on Limits and Setting the bandwidth usage in Bytes.
This works fine although I would Need it not as total Limit, but instead as a Limit per Client connecting to the site.
Thus is it possible to set a bandwidth Limit per Client (instead of one for the Server itself)?

In IIS you can set the limits for bandwidth on site level.
IIS does not provide to set limits for each user.
So it is currently not possible to achieve with IIS.
I have seen some third party bandwidth manager applications are available on internet which can allows you to set bandwidth for each user who connected with your machine.
So if you are willing to use any wok around then you can try to check those third party bandwidth manager applications may help you to solve your issue.
