IIS will not run -- 2018 Win10

I have just recently installed the April Win 10 version 1803. Since then IIS 10 or 8 will not run. Browsers report 404 error when attempting localhost or its IP. WAS service report error 2. When i ping localhost (127.0.0.1) it appears to connect, packets
sent packets received. I have downloaded and reinstalled the latest 1803 version
now 2 times with no success in getting IIS to run. I have attempted to receive qualified Microsoft technical assistance 6 times. In all cases, none of these overseas technical assistants did not even know what IIS is and have only come to the
conclusion after many hours of remote checking my computer to just reinstall Win 10! This is obviously not the correct solution. There is large list of items i have personally researched and checked to get IIS to work. Is there a solution from the actual Microsoft

How did you install it and from what kind of installation media? Did you install IIS immediately after installing Windows and did it run properly then?
As a Windows component, IIS fully relies on a clean and healthy Windows installation below. In your case, it does not seem to the case, and that's why Microsoft suggested you reinstall Windows 10 (which is not surprising at all).
Generally speaking, troubleshooting such issues on Windows 10 for a developer/normal user is much more difficult than on Windows Server for an enterprise, as the former can be affected heavily by what the developer/user had run on the machine previously,
while the latter usually is cleaner, as strict IT policies allows only limited set of changes to be applied.

There is nothing better you might get from "the actual Microsoft IIS group". Even though they created IIS, they won't be capable of fixing corrupt Windows installation magically.

Are you trying to run multiple version of IIS on single machine?
It is possible that, multiple installation of IIS corrupt something in your OS when install the update for 1803.
I suggest you to uninstall the IIS completely first.
Restart your machine.
again check there is no any sign of IIS. Delete all the related folders for IIS like Inetpub.
Once you get sure that there is no IIS on your machine then again try to reinstall the IIS.
After finishing the process check whether you are able to access default web site or not.
