IIS 7 and Above
All the WCF Service hosted in IIS throwing 503- Server too Busy error...

Below is our configuration one of our servers.
OS Version: Windows Server 2012 R2
Processor- Quad Core - Intel Xenon E570 @2.60Ghz
WCF services hosted in single app-pool - 25 [All under default web site]
App-pool Pipeline mode - Classic
Queue Length - 4000
This is the basic configuration in all of our servers. The issue happens once in a week where all of the service in all the app-pool starts throwing 503- Server too busy error. Event browsing the service from different host also shows this error in browser.
When we checked the tracing we saw the warning is coming from ISAPI module. Below is the error
Once this error starts coming recycling of app-pool/ restarting the IIS won't work. Only a complete reboot would fix the issue. I want to understand why this error is coming out.
Any help would be greatly appreciated.

We are using are individual app-pool for individual WCF Services. 503 Error comes for all the WCF service hosted in their individual app-pool.
Also only I/O we use is for to write the logs, in the local folder. Apart from that there is no I/O. So UNC path is not used.

Have you tried to monitor the performance,server concurrent requests or GC, event viewer? Maybe any other application crashed the worker process.
