After setting up FTPS, client can connect but cannot list contents

My FTPS is working fine on one laptop, don't know why its not working on a particular laptop! Please help.

What does one laptop and particular laptop mean? Could you provide the FTP log? It looks a bit like the control channel just works fine but data channel get blocked. So please check whether the firewall is blocking FTPS. Try to set the firewall and IIS FTP firewall
The data channel and control channel use different port.

From the same machine i am able to connect to ftp, also i can telnet the port 21 of that machine, while connecting to FTPS server the winscp hangs at directory listings. I have literally tried everything. Can you tell me how i can move forward in this case

The 21 port is only the port for control channel. I think now that you could not display the directory listings, the problem should come from the data channel which is larger than 1024 port. So I think you may need to check which port is used for data and
please post the ftp error log.
In addition, remember to set FTP SSL to allow.

Thanks for your help! The issue is resolved now , but could you please elaborate why the FTPS protocol uses more than one ports and sometimes the FTP protocol too!
