So I am new to adding php using IIS. Here is my scenario:
Website created, working fine over port 80, using Windows Server 2012 and IIS 8 using default settings when setting up IIS
Install Web Platform Installer. Add PHP 7.1.7 (x64)
Want to add phpmyadmin to website. Download 4.7.4 all languages and extract contents to inetpub/wwwroot/phpmyadmin.
Add site within IIS called phpmyadmin and navigate to directory.
When I go to http:localhost/phpmyadmin I get a 404
When I go to http://phpmyadmin, it seems as the web page is thinking then I receive a "Page cannot be displayed" error
Is this because my site is broadcasting over port 80? Is there something else I am doing wrong?

I was able to solve my problem. I installed PHP Manager with Web Platform installer to check my PHP installation
PHP Manager requires .net 3.5 to be installed
phpmyadmin needs to be placed in the directory of the website, not just wwwroot/phpmyadmin

wwwroot is just the root path for default web site, if you need to run it on the other website, you may need to place it to the right place.

You could also check whether the PHP has been installed correctly by checking the php handler in handler mapping order list.
