accessing IIS Express across a LAN

I have 3 PCs on a 1Gb Ethernet LAN (#1 (Windows 10), #2 (Windows 10), #3 (Windows 8.1)). They are all running IIS Express. In all three
http://localhost from a web browser works fine. In addition the basic iisstart.htm file on #1 and #3 are seen by all machines. However the iisstart.htm file on #2 is not seen by #1 or #3. Windows Explorer on these machines see
one another's folders.
I checked various settings on #2 versus the others and have not seen a difference.
Any suggestions would be appreciated.
