watch folder enabled but not started upon reboot

I know how to start transform manager service from a command line but I am wondering how to start watch folder
(it is enabled but not started) also from a command line or to tweak it's settings so that it auto starts after reboot and auto logon.
%windir%\system32\inetsrv\appcmd.exe ... ???

When files of specified media types are placed ("dropped") in a watch folder, IIS Transform Manager runs tasks on the media files. These tasks are defined in a job template that is bound to the watch folder. So now that you have enabled the watch folder,
just create a job template/task to activate it.

job template is defined and everything works well until reboot. Once reboot is complete , transform manager service is not starting automatically, but I found the way to start it with SC command. However , watchfolder remains enabled but not started (grey
instead of yellow)- and I have to click on start watchfolder manually . I am wondering how to do this from the command line using appcmd.exe or some WMI method or some TaskENgine.exe switch or there is an autostart setting for a watchfolder somewhere ???
in the link you provided it is stated that"Watch folders that are enabled will automatically start when the Transform Manager service is restarted. This setting is provided to reliably start watch folders after a service recycle event or after a computer
however I have to forece it somehow, since watchfalder status remains enabled=true, started=false.

I didn't find any official document about how to start watch folder via command line and it seems doesn't have a section in configuration editor. So I'm afraid it is unavailable from appcmd.
