Stylesheet not readable.

When I change to a different theme in Wordpress I receive the error message "ERROR: Stylesheet is not readable." on the Manage Themes admin page. And all of the other themes are listed as broken with the same message for their style sheets.
The site pages still render correctly despite the error message.
Is this a security permissions error or a configuration error? The theme I am changing to is a valid theme that has been previously activated so there is no problem with the stylesheet and it's content that lists the themes details.
I also have problems with the PHP function is_readable() returning false for another plugin on the site (dompdf) and perhaps this is related to this problem.
Any help is greatly appreciated.

You could check if the application pool user has security rights on "themes" folder. The other option is to have broken WordPress installation.
