Issue with long-time working FTP

I have an FTP site running on IIS6 and generally when its used its connected to from the dos prompt.
The thing is when I connect to the FTP from a windows 95,98,XP,Win7 PC using the DOS promt ... it works
When I try it from a Windows 10 PC it doesn't....I can CD all over the FTP if I know where I'm going but
All don't work.
I notice on the working Operating Systems I see the
200 PORT command successful
150 Opening ASCII Mode data connection for file list.
When the Windows 10 I do not so I thought perhaps the Windows 10 version isn't capable of opening the ASCII mode? (I'm grasping here ...)
The FTP isn't used often but when it is... its a huge emergency ... like right now.

I rarely use windows FTP now-a-days but what does the FTP client say? What FTP clients are you using for WIndows 10? Filezilla?
Maybe there is an issue with an out of support OS (windows 2003 and IIS) and a newer version of an OS (windows 10) that was released after Windows 2003 left support.
