FPSE not suddenly allowing one user to publish to a certain subdirect...

After working OK for several months, now, FPSE is suddenly not allowing access for FrontPage to publish to a certain subdirectory of our web site, for one user. This is just one level down from the root; i.e., like this: http://oursite.com/Includes
. I can still publish to this directory using FrontPage, even though he can't.
The only recent change I can think of is, last week this user changed his domain password. We all have to change it every 3 months, and I just haven't changed mine yet. But why should this matter? Doesn't FPSE, when in a domain, get its authentication from
the current domain login information just like any other domain authentication?
I have looked at the Windows permissions on the folder and they are good -- same as the parent folder (wwwroot) and all the other folders under wwwroot. In fact the web server is on our Intranet, and the user in question can access the folder, read/write,
just fine using Windows file sharing. But for publishing to the site with FrontPage (which we are required to do, because of some 3rd-party software that's in the mix here), it doesn't work.
I've tried going to the FPSE site admin pages and done Check Server Health and Recalculate the Web, each twice. They return messages indicating something has been adjusted, but it makes no difference in this user being able to publish.
So, first, could the password change possibly have anything to do with this, and if so, how to fix it (and avoid the problem in the future)? And second, is there anything else that might cause something like this?

It seems that Publishing using FrontPage has similar identity with username and password. If that, changing password will result in not working.
So please check that.
