public FTP anonymous Windows Firewall problem

I have a dedicated server running at Windows Server 2012. I have created public FTP Site using IIS8 (21211) that allow the anonymous connection.
I have opened the port TCP at 21211 on the Windows Firewall.
My probleme is the ftp break on loading directories using FileZilla as FTP client.
Using Web browsers too, it not give files list.
But, when I disable the Windows Firewall on the server, every things work correctly.
So, are there some other port to Open on the Windows Firewall. I'm using Active on 21211 ?
I have found a temporary solution: Edit rolls on firewall and change 'TCP' to 'All' protocols.
It's works fine, but when a enable my Cisco ASA, i return to the same problem. I can't open all protocols in a port.

As a firewall unfriendly protocol, FTP requires much more settings on firewall than HTTP, so you should learn more and experiment more.
