iis media services - need help to achieve adaptive streaming

We need to build the solution to play video via http with adaptive streaming. we have come across IIS media.
Do we need to use any special encoder like microsoft expression enocder to achieve this?
have created new virtual directory under the default web site and am able to access the video with out using encoder.
Does this different from adaptive streaming?is this download or streaming?
can you please tell us which is the best approach to achieve adaptive streaming

IIS Media Services can give experience of Smooth Streaming and Live Smooth Streaming. It needs to use Encoder, for on-premise solutions you can continue to use Expression Encoder if you have already purchased it. If
you have not and specifically want to encode into MP4 then you probably need to use a third party tool or develop your own encoder. For many of our partners we are asking that they use third party professional encoders such as Inlet for their live encoding.
See http://www.iis.net/media for a list of our partners. However, we cannot guarantee anything of those 3rd party tools. You may still try using the free version of Expression Encoder 4SP2(http://www.microsoft.com/en-in/download/details.aspx?id=27870)

We are in need of on demand streaming. have gone through the given links and i understand that we need to use expression encoder to get smooth streaming prsentation.
Does this tool support command line options to execute. i dont find this option. we need this since we would like to generate SSP on run time on demand. Can you please help on this
MPEG-DASH, have you know anything about this. can we use this to achieve our goal. if you are familiar with this can you let us know the pros & cons of this. have seen it supports comman utility and it's a open source tool.. can you share your opinions on
this new MPEG-DASH as well
