Unable to access web site from Internet

I have a website hosted on IIS 7 windows server 2008 R2
Inside LAN site can be accessed using the IP Address without any problem. But when I tried to access it using my public IP I'm unable to do so.
I have forwarded the ports properly, I checked my ports on following sites all indicates that port is forwarded.
I also turned off windows firewall and router firewall, no other firewall is installed
This is the error I get when access using my public ip address
Firefox can't establish a connection to the server at 182.178.82.xxx:3892.

Your local ip maybe change. So we need to set fixed local ip in your LAN setting. And check if the website's binding port is 3892 and the port enable.

My Local Ip is static, it remains same.
The port 3892 is bind to my website, Kindly check the screen shot.

My Problem is Solved.
I changed port to higher number and now everthing is working fine.
