This is mostly likely caused by the app pool identity not having permissions to the root folder of the site. Also check that there is a default page configured in the root folder in the site and that the default page is listed in the default documents list
for the site.

You can configure application pool to run as Network Service and grant Network Service permission on website home folder.

Thanks for your reply.
In my case, I mentioned wrong IP address in DNS settings for host.

Hi, I have the same problem under a web site in Windows Server 2008 R2, but any of these solutions help me in this problem.
Any other idea where I can investigate?
Thanks a lot.

What is the exact error you are getting?
Have you tried setting the authentication of the site to the Pool Identity?

I also am receiving the message 403 - Forbidden. Access is denied.
I do not have access to the server. I only have this problem on one computer that I just finished setting up. It is setup with Windows 7 32-bit. I can access the site from any other computer on the network. I can access any other intranet site from this
computer. I'm only having a problem going to "this" site from "this" computer.
Help did I miss something while setting up this computer. I've looked at every setting in Internet Options and compared them to computers that work. I cannot find the problem.

although this is a very old problem but I faced it. the error number was 403 but inner one was 403.16. I got this problem because I was using SSL certificate as my user authentication and it was not able to check the revocation. I figured this out using
the under given link. There is a simple registry tweak which saved my lot of time. I hope someone will get some help from this.

1/as steve replied, you get this error because directory browsing is not enable. Either you enable it, or you specify a valid default page for this directory. https://forums.iis.net/p/1188558/2018710.aspx
Creat web.config in root directory:
<?xml version="1.0" encoding="UTF-8"?>
<directoryBrowse enabled="true" />

Make sure the list of default documents in IIS Manager includes one of the documents in your web site. One of our web sites has a Dashboard.aspx page instead of Default.* or Index.*, so I was getting this error when I logged into the web site and it tried
to redirect me to the Dashboard.aspx page.

I am not sure if you are still having this issue but i ran across this issue on my server and i had to add the fallowing to the permissions on the folder that IIS is pointing too.
After adding them then i was able to get to the website.
Hope this helps
