This problem occurs because the root certificate of the certification authority is not in the Trusted Root Certification Authorities certificate store on the IIS Web server. You can refer to solution in following article:
Error message when you visit a Web site that is hosted on IIS 7.0: "HTTP Error 403.16 - Forbidden"
If this does not work for you, please let me know.

I'm facing the same issue. The CA cert is in the trusted root cert store of HKLM and the CRL is accesible from the server.
Has anyone found a solution to this problem? Thanks!
