I just stop the webserver, copy the entire contents of the new PHP folder into the old folder, then restart the server.
If you haven't tried this with your setup before, I'd make a backup copy of the PHP folder first.
NOTE: Right after I download the new version of PHP, but before I start, I go to the .zip properties and click "UNBLOCK" so that Windows doesn't think that it's a potentially unsafe file.
