Now that PHP 5.4 has been officially released, is there a timeline as to when it will be available for IIS?

    IIS 7.5 php 5 5.4

Here you can get the quick list of PHP 5.4 release, regarding support in IIS. Could you elaborate more as it's been supported.

I mean when will IIS support PHP 5.4? Using the Web Platform Installer only shows v5.3. Is it possible to download the Windows binaries for PHP 5.4 and install them and IIS will start using 5.4? How will it work with FastCGI? Is there any documentation of how to make this work?

I just stop the webserver, copy the entire contents of the new PHP folder into the old folder, then restart the server.

If you haven't tried this with your setup before, I'd make a backup copy of the PHP folder first.

NOTE:  Right after I download the new version of PHP, but before I start, I go to the .zip properties and click "UNBLOCK" so that Windows doesn't think that it's a potentially unsafe file.
