    Hi,

You may consider to use c# code to manage shared configuration settings, then use powershell to call c# code. Please refer to the following articles:

    Configuration Redirection <configurationRedirection>
    http://www.iis.net/ConfigReference/configurationRedirection

Using CSharp (C#) code in Powershell scripts
    http://blogs.technet.com/b/stefan_gossner/archive/2010/05/07/using-csharp-c-code-in-powershell-scripts.aspx

c# code could be found at the bottom of the configuration reference link, the second link provide samples for using c# code in powershell.

    Hope this helps, thanks.
