You have created vb.net msi deployment project for Visual Studio 2008 for Windows 7.
Check the vb.net.msi with logging

I want to deploy this web application on windows server 2008 R2+IIS 7.5. I developed this application on the same server with VS 2008 but it is not working and it is failing with the same server.
But when I turned on the IIS 6 compatability on server roles it works but I have some specific requirement to not to turn on that IIS 6 compatablity setting.

You have developed and application with VS 2008. You turned on the IIS 6 compatability and it is not working for your requirements.
The application you have developed using VS2008 is not working with the IIS Server on the same system.
The target for your application and deployment is Windows server 2008 R2 and IIS 7.5 server.

The vb.net msi was migrated from Visual Studio 2005 VS 2003 to VS 2008 ?
There is no easy solution.

this issue stumped me for a while but i was able to find this...
seems you need to enable IIS 6 Management Compatibility Roles
