To fix the http error 503 use guides at IIS Forum Trouble Shooting.
After you have have the IIS Server Operating and have gathered the errors and messges:
Visit the DotNetNuke Forums http://www.dotnetnuke.com/Resources/Blogs/EntryId/2217/DotNetNuke-4-9-3-Released.aspx they
will have the answers for this "Please give me the perfect and permanent solution".

Have you recovered from the 503 server error ?
Have you contacted DotNetNuke for solution to the problems?

Please read Tess's Blog information about Debug Diag
follow her information for preparing a Crash dump for IIS Server and DotNetNuke.
Then open a case with Microsoft Support the Experts at Microsoft Support with the issues.

Note: The Crash Dump Analysis will likey require Payment.
The IIS Net Forums are not able to do Crash Analysis from dump files the Experts at Microsoft Support can.

Reason 1: The HTTP Error 503. The service is unavailable occurs if the Application Pool of the corresponding Wep Application is Stopped or Disabled or Paused.
Reason 2: The given user Identity of Application Pool may be invalid due to expired password or locked
