I think that your question might be instead "How to Install and Configure PHP to work with FastCGI"?
If you use this to install PHP and configure http://learn.iis.net/page.aspx/724/install-and-configure-php/ .
Then use this for FastCGI http://learn.iis.net/page.aspx/246/using-fastcgi-to-host-php-applications-on-iis-7/ .
Finally configure Recycling http://learn.iis.net/page.aspx/697/configure-php-process-recycling-behavior/ .
Common problem for set-up is not setting the Time / Zone in php.ini and adding the "Handler" to IIS Server and enabling the .php
Verify the PHP installation with test.php that contains
<?php phpinfo(); ?> save the test.php to C:\inetPub\wwwroot\test.php
then Browse to http: // localhost / test.php.
If the PHP test.php runs you now have correct "Handler" for PHP and ISAPI which is for other types of mappings.
If I have mis-read the question provide more information.
