IIS7.5 Win2k8 R2 FastCGI Issues

Hello I am running IIS7.5 with Win2008 R2.
I am trying to get php to be configured for per-site. I want each site to contain it's own php.ini file.
The documentation for doing this requires the use of a java script file called fcgiconfig.js.
My issue is that I do not have this file located in any of my inetsrv files. How can I get these files? I have FastCGI installed and php is working.. but it only works off of the one php.ini file that is located in the default directory.

We use the helper script "fcgiconfig.js" to create script mappings and FastCGI configuration sections for each Web site with PHP 5.2 on IIS6. Since you are using IIS7, "fcgiconfig.js" won't be applied to FastCGI configurations. Please check the following
