    You just need to import/export the web site configs or the data contained within them also?  The data will be the piece that will need a custom solution.

    How about NTFS permissions?  Need to copy them also?

    Can you just explain me how to export and import config files and data contained with them uisng powerhell scripts?

     MS Deploy (http://www.iis.net/download/WebDeploy) is a really good tool for this.
