dnscmd Command failed: ERROR_ACCESS_DENIED 5 (00000005)

I am trying to create dns entry from php using dnscmd command but getting an error,
for example if we put it in c:\DNSCMD then here is the little code that we need to run to create dns entry
$command = 'C:\DNSCMD\dnscmd.exe dnscmd server /recordadd zone hostname type ip_address;
$output = shell_exec("$command");
Command failed: ERROR_ACCESS_DENIED 5 (00000005)
command works fine as i have tested it from coomand line and you diffeent error 9unless you type correct command, which means that error is when it is trying to create an entry. I have been searching on it and found that it has somthing to do with the permissions.
Now I am running the web (window/iis/php) from a local server, have got all the required permission to the all the required folder/files the only thing I cant is tackle is try to put IUSER account is DNSADMIN group as I am running it from a local server and
you can on only add domain account ot the DNSADMIN group.
Can nay one please help me out with.

That doesn't realy help and isn't an answered thred either. Could you please explain how it is relevan to what I am trying to ask here? Or how would that be helpful for me in current situation.
