Hello all, I am having problems uploading to my local wordpress media, plugins, or themes. What do I need to change to get uploads working?

    The Error:
PHP Warning:  File upload error - unable to create a temporary file in Unknown on line 0

The theme installer as well as the plugin installer works when installing directly. However when downloading from the web and then uploading, the upload fails with the before mentioned error.

My Sys Config - for local hosting
    Windows Vista Home Premium
    AMD 64 3GB Ram
    IIS7 CGI/FastCGI PHP 5.2.10
MySQL 5.1.37-win 32 for web apps like wordpress

IIS installed by Web Platform Installer 2.0 RC

    I installed MySQL

    PATHS are as followed
    C:\inetpub
    C:\inetpub\wwwroot\wordpress
    C:\MySQL
    C:\Program Files\PHP

    PHP.ini info
upload_tmp_dir  is commeted using default C:\Windows\Temp
include_path is commeted and there is no  folder located at C:\php5\pear
    extension_dir  C:\Program Files\PHP\ext
    Configuration File (php.ini) Path-C:\Windows
    C:\Program Files\PHP\php.ini
    session.save_path - C:\Windows\Temp
    _SERVER["TEMP"]    C:\Windows\TEMP
    _SERVER["TMP"]    C:\Windows\TEMP
    _SERVER["DOCUMENT_ROOT"]    C:\inetpub\wwwroot
    _SERVER["APPL_PHYSICAL_PATH"]    C:\inetpub\wwwroot\
    ------------------------------------------------------------

Based on everything I google, my problem is the upload_tmp_dir setting found in the php.ini file.
    PHP is using C:\Windows\Temp.
Wordpress is using wp-content/uploads and I interpret the full path to be http://localhost/wordpress/wp-content/uploads/ or should it be C:\inetpub\wwwroot\wordpress\wp-content\uploads.

If I have to change the temp dir in php.ini or the uploads dir in wordpress misc settings can you please type it out based on my File Paths ie. C:\Temp, C:\inetpub\wwwroot\Temp or wp-content/uploads/.
Should it be Http://... based or windows based C:\...

Whats my problem, other than being a dumb ass? What do I need to change? Thanks to anyone who helps.

    Hello Impossible,

Can you list the exact steps you go through to create the error condition?

Also, where are you seeing that error?  Is that showing up on the screen, or in a log file somewhere?

    Thx.

     Thank you for replying Jake.

When I am logged into the WP admin area and I choose to upload either an image, theme or plugin, the upload fails.

For example, these are the simple steps I take when uploading an image.

On the left side of the browser window below the Dashboard link/button...

    I click Media

Two options slide down and I click on add new

I move over to the center of the browser window and click the browse button

I search and choose an image file then click the upload button

The browser reloads a white page  with one php error listed

PHP Warning: File upload error - unable to create a temporary file in Unknown on line 0

This is a link to a video showing the problem
