Just want to create a workable Virtual Directory

Anybody can help me ?
I just want to create a workable Virtual Directory to public access.
I have just upgrade my company SBS2003 to SBS2008. All seems smooth, However the web page move to IIS 7 all work fine, the virtual directory not work anymore.
I create a virtual directory in WWW root call download. It works fine in local machine, When I using other PC to Browse the web it shows
403 - Forbidden: Access is denied.
You do not have permission to view this directory or page using the credentials that you supplied.
I have change the security and permission, it still not work.
Can anybody give me Standard procedure to create such easy virtual directory!

What is the sub status code of the 403 error? You can follow the steps in the troubleshooting article Paul posted above to get the specific sub status code. Then, you will be able to find the corresponding resolution in the article below:
