I try to reverse proxy my intranet webcam mjpeg stream thru external IIS server. It's basicly working. Annoying point is that when I request the stream, there is about 10seconds long startup delay. I am using the latest Url rewrite 1.1 module and Application
Request Routing (ARR) Version 2 for IIS7 Beta 1. Normal client-side redirect starts the mjpeg stream immediatly as should be, so the problem obviously is with url rewrite reverse proxy.

You may want to set the response buffer limit in ARR to 0 for any streaming applications - the default response buffer limit is 4MB.
