I have followed the detailed steps to install PHP on my IIS7 Windows Server 2008 box.  I have confirmed the installation by getting a proper result from a phpinfo page I created.

    http://blog.kentreunion.net/phpinfo.php

But when I throw the Wordpress source files into the web folder and try to access the index.php I am getting a 404 error.  I ran it at the command prompt on the server and got the following:

    C:\PHP>php C:\inetpub\wwwroot\KentBlog\index.php
PHP Warning:  require(): open_basedir restriction in effect. File(./wp-blog-header.php) is not within the allowed path(s): (c:\inetpub) in C:\inetpub\wwwroot\KentBlog\index.php on line 17
PHP Warning:  require(./wp-blog-header.php): failed to open stream: Operation not permitted in C:\inetpub\wwwroot\KentBlog\index.php on line 17
PHP Fatal error:  require(): Failed opening required './wp-blog-header.php' (include_path='.;C:\php5\pear') in C:\inetpub\wwwroot\KentBlog\index.php on line 17

    Can anyone help?

Can you try Web Platform installer 2.0 Beta from here

    http://www.microsoft.com/web/downloads/platform.aspx

It may install Wordpress for you in a neat way.
