I have been to this link already, the application pool is not crashing, thier are no errors in the logs. The only message is in a blank web browser is the service is unavailalbe, it does not even display the 503 msg and
I have on the client disabled friendly messages in internet explorer.
Any other ideas??

Nothing in the IIS Logs?! Surly there is something or the request is not getting there at all.....

I never did receive a solutiion I cancelled my license with v bulletin see if it work I was always curious make sure strict mode is disabled in your MSQL databse let me know if that works.
Open your "my.ini" file within the MySQL installation directory, and look for the text "sql-mode".

Still no luck,
Strange thing, I was able to access the install.php remotely and it displayed like it should, once install was complete I was back to text only but I can view other pages besides index.php now, but very slow. Cant really access it locally now which would
be fine if I could get the site to display correctly.
Kinda fed up, I've been at this for four long days

oh and if the windows firewall is on I have no access the the forum (even with the port open) but it does not affect my standard web site.

I had this problem for months I eventually gave up, no luck with google!! I posted and posted with no resolution finally just canclled v bulletin and went with a free forum go figure.

vBulletin is a commercial forum with a support hotline, mail and .. forums :) You may ask there instead as it is clearly not a PHP/IIS problem but more a vBulleting setup bug.
I know they have windows platforms for their tests and can do tests on the similar configurations you have described in this thread, try to ask harder there :)

i had the same issue few mintutes ago and i searched and reached this thread but i can see no one posted the solutions or the reason
the reason was : Vbulletin Database Error message
IIS treats the Vbulletin database error message strangely showing : service unavailable
however it was just a MySQL Error : Access denied for User....... etc :)
