HTTP Error 401.3 - Unauthorized: Access is denied due to an ACL set

For many months my Intranet IIS6 worked just fine on my 2003SP2 server. I am authenticating my users using IUSR_servername and created some virtual folders below inetpub\wwwroot\intranet\Portal. At first I believed I had an issue with users rigts on my
requested folder but all is good there. I can start my index.htm file fine but when I try to open a file using
HTTP://server/data/... I am receiving an error 401.3. When I manually browse to the same file I can open it fine. My portal open any files using
\\server\data\.... but none with
I cheched and reseted all my local server rights and they seems to be all there. I de-installed and re-installed IIS6 (without deleteing any folders after the de-install). I re-created my virtual folders and also re-installed .NET 2.0 but nothing work to
fix this problem.
I have seen many good info on this site and applied many but still no go.
I am using the defaut IIS6 install with no changes.

A 401.3 simply means that some user or process on your machine is being denied access to a specific resource because that user or process has insufficient permissions to do so.
Try running Filemon on your server when executing your request to see exactly which resource is being denied. You can get Filemon here :

Thanks for the info.
However I wish it could be just an access right, this I can fix but my filemon log does not give me a trace when I access my file using.
but does when I use the following path.
When ever I use the HTTP to find my file it does not work. 401.3 error
