SSL download problem

I'm encountering an issue with IIS 6.0 on Win2k3 regarding download a file under SSL.
Here's the scenario; We have a custom MIME Type defined as .pbh : application/propertyhost
When a user clicks a button on their portal page, it downloads the .pbh file which contains encrypted xml and launches our propprietary application.
This process works perfectly under non-SSL connections and works fine in IE for most users under SSL, however, there are some IE users that the browser just hangs and finally times out. And firefox doesn't work at all under SSL (But works fine normally).
I have tested this process on a non-IIS server under SSL and it works perfectly. So at this point I think it is in some way related to the configuration of IIS.
I have done a ton of packet sniffing between working and non working setups to determine differences and have been unable to determine any major differences between the headers. Remember however, that I'm unable to see the headers in SSL mode, so I'm comparing
the non-SSL headers.
I don't have any PRAGMA: NO-CACHE headers set anywhere (at least not that I've been able to find).
All suggestions and advice are welcome.

Does the site work with https for a normal html page.. other than the download page?
