Copying folders to WebDAV share causes permissions problems

We have a WebDAV share set up for file sharing between different organizations. I've got the parent directory of the share set up with full control permissions for the group that has access to it.
If someone copies individual files to an existing folder, it is accessible. However, if someone copies over an entire folder with files in it, the files in that new folder are inaccessible, even to Administrator. My solution, thus far, has been to take
ownership of the entire parent directory, then set the same permissions for the user group, go to Advanced, check the "Replace permission entries on all child objects" box, and then the user group can access the files in the new folder.
Is there some way to force Windows to write the parent's permissions to any folders and children of those folders that are put in that directory?

How are they copying the files?

They're copying them into the Explorer window that IE presents them with once they open the share as a web folder. I've actually fixed the problem, I was able to reproduce it by logging in via TS as my non-admin test user, and creating a folder and a file
under it in a more direct manner was causing the same problem, ruling out WebDAV entirely.
I found that the SYSTEM and CREATOR OWNER permissions weren't set, but also that some of the permissions were set for "Only subfolders and files" instead of "This folder, subfolders, and files". After the changes were made, the files were adopting the right
