I cannot get http:\localhost to launch

I'm hoping someone can help me out--I'm on Windows XP and the IIS service is running, and I have checked the user group rights, but I still cannot get http:\localhost to launch (I get the page not found error). Can anyone tell me what direction I need to
look in to at least get close to diagnosing the problem--the problem appears whether I am VPNed in or not(it's a company issued laptop)--I need to get this running so I can start working on some Reporting services and SSIS stuff. Could it be the settings
on the default web page properties tab, or does it have something to do with c:\inetpu\www--this folder does not have localhost listed under it--sorry I'm trying to brainstorm and come up with the numerous different things I've tried? I would be very much
obliged to anyone who can point me in the right direction. Thanks.

Localhost is actually - 127.0.0.1, you could try to "telnet localhost 80" from command prompt to see if you could connect to http service or not.

South-Southwest, depending on how your computer is oriented. Then disable your firewall or open port 80.
