IIS 6 Multiple IPs - can't find second IP

Hello, I'm more of a programmer than a network person, but I'm the lucky one who gets to learn these cool things...and struggle...any help is very much appreciated!
Well, I have 2 websites both handled with host headers right now. One has the SSL certificate, the other needs one. So, we have another IP. I figure both go to the same server, and then I separate them...add one IP to the one site and the other IP for
the other site. In the site that'll use the new IP, I don't see the new IP address in the dropdown list. (IIS - Website - Right Click Properties - Web Site tab - IP addresses.) So, I add it to the Advanced. Shouldn't I see it in the dropdown?
Whenever I try to ping the original IP, I get a result. However, when I ping the new IP, it says server not found. The network people say the new IP is setup just like the other one. So, I'm guessing it's something that's not setup right in IIS or this
server. Any ideas on what to look for?

You need to go into the server's networking config first and bind that IP in the TCP/IP settings ...
