IIS hangs, .net app doesnt respond, inetinfo.exe hangs

This is just a post to let others know about an issue I found with IIS and cell phone connectivity software. It is full of words and phrases that will hopefully be used by someone to search if they are having a similar issue.
For whatever reason, I was not able to run any application, html or .net through IIS on my windows xp pro, winxp pro. In a browser, any browser, the page would be requested and from that point on, it would just be waiting for a response. The page was just
hung. Sometimes inetinfo.exe would be maxing out on cpu utilization, sometimes it wouldnt. The dev web server built into VS worked though, just not for everything.
I tried everything, granting permissions to everyone individually and everyone user. Used regmon and filemon to see if there were permissions issues, saw some errors but nothing definitive. Finally I found a comment in a forum for .net framework beta versions
that someone was having issues after installing at&t cellular modem connection software. I didnt have at&t but i did have cell modem software. I uninstalled it and .net, IIS, etc are all working fine now.
I am not sure where the problem lies specifically, but somewhere it is there.

Just checking, but why don't you start at the basic level where the problem is occuring... If you are seeing issues with cell phone software enabled then I would check the "connection" & the "internet connection" profiles.. Have you checked open connections
(e.g. listening) via netstat -an?
You provided very high level so none of what I provided might help but give more explicit details about your details might help. It should be noted though that you are working on a workstation which has limitations built it.
