IIS 5 & IIS 6
HTTP 403.1 Forbidden error when start IIS 6.0 service

I installed Server Cluster in Small Busienss server 2003 premium sp1 and I removed it after and since that time I cannot have access to http or any web page outside the server.
I turned off the IIS 6.0 services and then I have access to http web pages.
Someone can tell me why I cannot have access to http when I have IIS service started? Error message on the web page is 403.1 Forbidden
I am in Administrator mode.

Thank you very much.
I went in Propertie, Home Directory, then selected Script and Execute and later I tchecked the box READ. So it's not working its still the same problem. So I went to NTFS d: drive and selected properties and in Authentified users I selected Full Permission.
I restared the computer and it still the same error message if IIS6.0 service is started. Really I have no clue.
Do you have an idea?

Anything in event viewer log ? IIS log entries ?

The remote access said Event ID 20169 Unable to contact a DHCP server, The Automatic Private IP Address 169.254.190.111 will be assigned to dial in clients. Client may be unable to access resources on the network.
Also Microsoft ISA Server Web proxy Event ID 14148: The Web proxy filter failed to blind its socket to 127.0.0.1 port 8080. This may have been caused by another service that is already using the same port or by a network adapter that is not functionnal.
To resolve that issue restart Microsoft Firewall service.
So I restarted Microsoft Firewall service not able to access http web page.
Then I restarted IIS6.0 service and still the same problem.
