Hi All: I apologize for the OT post, but can anyone help me with a final phpMyAdmin permissions issue? Or direct me to a board with people experienced with configuration on IIS 7?

I have no experience with phpmyadmin, but Bill Staples posted a good how-to on his blog, here is the link.
This might help with permissions. A tool called procmon (aka filemon).

You talking about just setting up the config.inc.php? The user accounts you place in your config file have to have permissions to connect from a remote computer to your mysql databases / tables. host = * (any) (or % I forget), or an ip address or domain.
So check out mysql.com for grant permissions, because you will have to do this through the mysql command line if you phpmyadmin is not up yet. Afterwards, you can do all the user stuff through phpmyadmin.
