IIS 5 & IIS 6

I have a problem in downloading .exe files on IIS5.1. When i use the http to access directly the exe file from IE then the following error message appears:
The specified CGI application exceeded the allowed time for processing. The server has deleted the process.
Please help me,

You need to place the exe files in a folder on IIS that has Execute Permissions set to "None" or "Scripts only" in the Application Settings, otherwise IIS attempts to run the exe as a CGI.

I have also set to "None" or "Scripts only" in the Application Settings but it doesn't effect. I can download all files except .exe file, i think the IIS ignores this extension, i don't know where and how to configure the IIS so that it can accept this one.

Is it a mime-type issue?
